I made a little something.

Roll 2d6 once for each Attribute, look it up in the column for the Priority Tier you are using.



I made the lookup table by finding the configurations closest to the average of each of the Attribute Tiers. Error included for convenience.
It should be noted that the 5th dots costing 2 attribute points is not accounted for (because i had no idea how to do the math for that).

EDIT: Found a better config for Tier 2

Being a big OSR person, I actually had a massive table in mind to do completely random characters when this was done.

Man, i kinda wanna see that now.
